Is it more profitable to hire a DPO (Data Protection Officer) or a system rent / purchase?

Small businesses can hire DPOs as external associates and save money, but no matter if the organization is small, medium or large, in the initial stage all organizations will be affected by higher costs. Regarding the penalties that may occur, investing money into IT at the GDPR area is far more cost-effective.
